Demolition Application - 400 S. Williams UPDATE #2

Through third-party facilitated meetings, the owner, members of the community, and Landmark staff met to discuss potential options to preserve all or part of the building at 400 S Williams St., while also meeting the property owner’s financial goals. After several meetings, the parties agreed to extend the timeline to allow time for additional conversations about the potential reuse of the building, rezoning options, and other creative reuse solutions for the building.

 

Per the Landmark Ordinance, this agreement to extend the time limits must also be approved by the Landmark Preservation Commission. The Commission held an emergency meeting on Tuesday, May 27th to review the extension of the time limits for the demolition case. The Commission unanimously approved the extension of the time limit, and the posting period is now extended to July 1st.

Landmark Preservation has received a Notice of Intent to file a designation application for the property located at 400 S Williams. Therefore, the posting period for the property has been extended to 60 days. The 60-day time period will expire at 4:30pm on May 27, 2025.

 

During the extended posting period, a third-party facilitated stakeholder meeting must be held by day 40of the posting period. No designation applications can be submitted prior to the stakeholder meeting. If the posting period elapses and an application for historic designation is not received by Landmark Preservation staff, then a Landmark Demolition approval number will be issued on May 28, 2025. If an application for landmark designation, along with the applicable fee, is received, then the designation process will be followed.

The City and County of Denver, Community Planning & Development, has reviewed a demolition application for the property at 400 South Williams Street and found it has potential for landmark designation pursuant to Section 30-6(1)(b) of the Denver Revised Municipal Code. Notification signs will be posted at the property for 21 days beginning on March 28, 2025. During the 21-dayposting period, three members of the community may submit a Notice of Intent to file a designation (NOI), which will pause the process and allow for facilitated dialogue between the community members and the owner.

 

The Notice of Intent must be received by Community Planning and Development by April 18, 2025, before 4:30 pm.  If a NOI is received by Community Planning and Development by April18, 2025, the posting period is extended to May 27, 2025, during which time a facilitated meeting is required (see DRMC Section 30-6(1)(b)). If a Notice of Intent is not received by April 18, 2025, a Landmark demolition approval number will be issued on April 21, 2025 allowing demolition permits to be issued upon compliance with all state and city requirements.
